show rules on active tournament page

SapientPig#2617: a suggestion: add the deck rules to the active tournament page as well, questions regarding decks popped up a lot

OtherTIdwell#123: @sapientpig - good idea, i added them to the "info" page when you click on the tourney but not on the actual tournament page - that would make a lot of sense *makes a ticket in the bug tracker*
