Make it possible to plan tournaments.

I feel e-mail notifications once 8 players sign up are a decent idea. The current state of this website is obviously not working, and I feel it's necessary to find a new way to start up the activity. To do that, we need to lower the threshold for joining a tournament. With 10 people active on NA+Europe it's simply too tedious to wait for new players to join a tournament.

In the same tone, tournament date would be fine. Perhaps make it possible to queue into a tournament, so that when somebody doesn't show up, add the next person in the queue.

Also, make chat activity send notifications -> for example, change the title of the tab to "HSTRNY: New messages".
